Showing my ignorance but how do you actually stick to a budget?

I apologize for the probably absurd inquiry, but I also deal with ADHD and was never taught how to manage money or budget. My question is this, Where do people store their actual, physical money when they declare they have money set aside for something or include cash for something in their budget? A budget is just a collection of words and numbers in my opinion. In practice, how can one ensure that funds are conserved rather than spent?
