Is Rocket Money in browser different than the app?

Has anyone noticed that several features are missing from the browser version? For instance, I can not create rules for transactions on the computer. I would prefer to budget on a computer instead of a mobile device, and YNAB did not work for me.

Any advice? Am I imagining it? Maybe I was using the wrong browser or was not patient enough.
